Availability reminder/update system via SMS texting (VB.NET, SQL Server, Twilio)

The basic application is to remind and to request status updates from users each day via SMS text messages when they have not “checked-in” to our in-house application as to their availability. Once a reminder is sent each day, a user can then respond to the text message with a simple ‘Y’ or ‘N’ response that will trigger an update into the database. The application needs to implement essential logic to ensure only sending a maximum of one message per day, to stop sending messages after a repeated number of non-responses, and allowing for users to immediately cease sending reminder messages. • All code should be written in VB.NET using Microsoft .NET framework 4.5 or later • The database will be SQL Server 2016 or later • Sending and receiving text messages should be via Twilio using their APIs ([login to view URL]) • The application needs to implement Twilio REST API webhook callback support using Windows IIS Server (version 8.0 or later) • A single table with the following schema: o [User_Name] [nvarchar](50) NOT NULL, o [Last_Check_In_Time] [datetimeoffset](7) NULL, o [User_Current_Status] [nchar](10) NULL, o [Last_SMS_Sent_Time] [datetimeoffset](7) NULL, o [Last_SMS_Received_Time] [datetimeoffset](7) NULL, o [User_SMS_Phone_Number] [nvarchar](50) NULL, o [Twilio_Last_MessageStatus] [nvarchar](50) NULL, o [Twilio_Last_MessageSid] [nvarchar](50) NULL, o [Twilio_Last_SmsStatus] [nvarchar](50) NULL, o [Twilio_Last_SmsSid] [nvarchar](50) NULL, o [SMS_Sent_No_Reply_Count] [int] NULL, o [User_Enabled] [bit] NULL, o [User_Time_Zone] [nvarchar](50) NULL, o [User_Weekend_Alerts][bit] NULL • The developer should use SQL Server 2016 “AT TIME ZONE” capability to simplify queries • The basic logic as follows for each time the console application is run: o To initiate requests there will be an hourly scheduled console application executed to send requests o All records to have a SQL Server timezone populated in [User_Time_Zone]. If blank then use “Pacific Standard Time” as default o Search for any records where the user is enabled [User_Enabled], has not checked in yet [Last_Check_In_Time] (populated by different application) since between midnight of current day and 10AM (adjusting for user’s local time zone from [User_Time_Zone]) and send an SMS text asking “Please update your availability status by responding ‘Y’ or ‘N’?” o Keep track of SMS messages sent in the [Last_SMS_Sent_Time] field and do not send more than one SMS text message per day o Do not send messages on weekends unless [User_Weekend_Alerts] is True o For each text message sent without a reply increase the [SMS_Sent_No_Reply_Count] record by one. If a response is received reset the count to zero. o If after 7 days of sending results with no reply then update database to disable user from future sending and send email alert as to the status change o Record all Twilio callbacks with most recent message and SMS transmission status o If user replies with text message then record into [User_Current_Status] field and [Last_SMS_Received_Time] o If user replies with “STOP” then then update database to disable user from future sending and send email alert as to the status change o The console application should provide reasonable debugging/operational information for Twilio requests to the console and to a text file.
