Banner and code created

I need a coder to design and created a banner and html code for me, now last coder I hired off of rent a coder could not do it, this code could not created a html code to redirect to my site, the only place that code was clickable was on the site and it redirect to the site, it did not work anyplace esle .... I need this banner to be clickable to my site anywhere on the www, I need the code and image placed on my server ... please if you don't understand my needs dont bid on this project, I dont have alot of time to waste like I did with the last coder off of rac ....please supply me with banner you have done before ... I need a 460x60 created for [login to view URL] .... and I may need another size but not sure of the size, if you go to [login to view URL] and the little banner to the right of each page is the banner I need but not sure of the size
