Fine Tune a Video I made. (Filmora Required, final product should be in two formats: Filmora File and Video File)

My Computer Can't handle the editing, help me! Everything needed is already there, I just need it revised. You need Filmora, I am requesting the project be sent back as two different extensions. ( one .wfp and one .mov)
Shorten video from 11min:22sec to 6min:30sec (Using Directions)
And Here is what I need done:
0:00-0:09 [Do Nothing]
0:10-0:15 [Increase duration 2-3 seconds, Speed up intro/outro animation 50%)
0:16-0:29 [Set duration to readable speed and incorporate an image related to the words somehow]
0:30-0:33 [Do Nothing]
0:34-0:47 [Fine Tune, check reading speed, add something to make the changes more visible to viewer]
0:48-0:55 [REMOVE FROM VIDEO, OR maybe use as an image for the next section]
0:56-3:59 [This part needs to be re-designed to fit in about ~2:00 minutes. This is the hardest part, the sections of just words are too fast and the pictures are too [login to view URL] all of the word only slides, split them up and overlay them on the images. The goal is to combine the images which mostly have no words with segments that are only words to shorten length while preserving content. To clarify the video sections that are 10-20 seconds long of only words need to be cut into 3-5 sections and put along with 3-5 images at acceptable read speed for an average viewer. please feel free to send a check of this concept to me so I can verify you are doing what is wanted. Also this is up to your discretion, for example at 1:11 this part could be used, shortened or removed completely as it tends to beg the question. This part is the most important so please ask questions if you need to and I will answer as soon as I can.]
4:00-4:43 [Try to Fine tune the transitions(they are a little sloppy) and speed it up a little, again the goal is to shorten the video, so if we can get this down to 30 seconds from 43 seconds, the will be good.)
4:44-4:49 [*Move to right after 5:04*] <Replace with Segment 5:16-5:21>
4:50-4:58 [Set to readable time amount, it is too quick)

9:08-9:11 [Fix this, it is too quick and the most inspiring picture!]
9:12-9:15 [Increase to 6-8 seconds]
9:16-10:50 [*Move to right after 5:03*; fine tune images/transitions, Shorten a little by removing least impactful, poorer quality and/or redundent images]
10:51-END [Do Nothing]
Lastly here are some examples when I say, "fine tune images/transitions, Shorten a little by removing least impactful, poorer quality and/or redundant images.":
8:05 :: The image before is full screen 16:9, 8:06 needs a Crop, Pan & Zoom that is visually appealing as it has too much black side space. A little is ok but not this much. The whole video should be checked for images I couldn't crop, pan & zoom because of pc overload.
2:32 :: There are too many smoke stack pollution pictures making it boring and redundant, remove extras and replace with other pictures that beg the same objective. Licensed for use images will be in the files uploaded and if using any images not provided, please reference source and if purchase is needed to use image. (try to use free for use images sites like [login to view URL])
New shortened video will need to be synced to audio points:
