I have been working with UE4 since it came out and have worked in UDK for over 3yrs now. This job would actually only take me a few hours, but I have allowed time for feedback to make sure that the work suits your needs. To complete this project, I would most likely use world machine to create a nice base asset then use Zbrush to sculpt in all the more specific details. Depending on how much detail you want this can be delivered in 48 hours considering that the landscape itself can be drawn out as a height map first and just applied to a hi res mesh, and just retopo it after quickly. That way you still have fantastic normal, height, cavity maps. Cheers

I have reviewed your post, draft and image. . The 3D terrain that you've described and scaled in draft can be designed, modeled, textured and delivered according to specs. Folage can also be added if desired. I can export the file in a WaveFront OBJ *.obj format and deliver it in two days top after terms.
