It would help if you could explain the requirements in detail either via chat or using a document. Currently its difficult to evaluate the effort involved with just the provided text. I have developed several windows apps in the past using C#. I mostly work on web and mobile apps but I use the same platform (.Net) so developing windows app is usually not different and your requirements seem simple enough.

Please provide some details to clarify the scope. 1- Is it some random number generation by taking base as 5 digit code that user inputs. 2- Sheet printing will be done via some existing program or we will be creating sheets on the fly. 3-Data in the sheet would be generated by random numbers or be fetched from existing source like database or csv / excel etc files ?
