Virtual Game app for Android, Apple, and website

Hello fellows, I am interested in creating a crime detective web/app game that would require: a. Character animation b. Real life photos of venues to be added into the virtual space for the characters to move along inside and out. Not every aspect of the place needs to be accessible or usable by the characters. Seats, tables, stools, stages, stairs…yes. c. Interactivity according to various circumstances ( IF>Then) d. Movement of 1st person player by screen options given according to the interactivity at that specific moment. e. Different views of the player, from 1st person to third person. f. The Interactivity actions, scene selection, situation, opposite character, location, to be easily selected by the player. But the opposing charcters way of interactivity to be supplemented by myself or selected few players. Per se, I want to create a character that would be very rude, loud, and insulting. Then, I can add his IF: asked for time THEN: say Piss OFF or IF: asked for Spare coins THEN:responds Get a Job! And so on. I want to be able to create this IF>Then for every character, so I need an easy form to do so. As well as, depending who asks and HOW it was asked, then this character would respond. For instance, this same rude character, is asked by a FEMALE player, in a Flirty manner for the time, he would respond kindly and flirty but still like a jerk. g. Depending on the interactivity, points are gained or loss. So there is a need for timing, results from interactivity (how the opposing character responds), and specific process or steps the player must accomplish. h. Anywhere between 1 to 3 characters can be interacting with the player at a time, thus interrupting his investigation or giving him more clues (if he is attentive). i. The interaction between the players can anything be from a normal conversation, to going physical. Per se, if the interaction goes badly between the player and the criminal, a small fight would be great. Or it goes Very well, the opposing character may seduces the player to a kiss. j. The player must be able to take the opposing character to another area in the venue or sit down with them. * more details upon request I know this is a big project. I don’t expect it to be for a newbie, or inexperience developer, but at the same time, I am financing this so, if you are going to bid, consider the task as a whole and give me your best price. I cannot pay per hour being that is always relative to your knowledge, talent, experience and your assistants. Communication is essential, so if you cannot speak, write and understand English well, we may not work together. And lastly, I DO NOT MEAN TO INSULT ANYONE. So those who take my offer offensively, keep your opinion, please. And yes, I will be posting this project in several freelance sites to find my ideal developers. To begin our communication, I will need at least ONE sample of similar work done. Or a quick mock-up of what you can do related to this project.
