Machine Learning Project: Detecting Pipeline failures using satellite imagery

I'm looking for an experienced Machine Learning Engineer to help me with this project. The project is exclusively for a small city in Canada known as Regina. I need a model to read satellite images of Regina city and predict gas pipeline failure.
I have some dataset available (GIS shapefiles of Regina city, Survey pipe leak analysis). . If you have a better dataset, or idea, you are welcome! The model should do the following:
1. Detect and identify type of landcover
2. Detect and identify water ponds on ground.
3. Should be able to detect slope of the ground.
4. Should also use weather data of the city (rain,snow) for prediction.

For the delay, please indicate a REAL delay. The jos is important so, please indicate a real deadline. When the delay is over, it is over. I will cancel the milestone and ask to other people to finish the job. No more time is allowed.
