Zen Cart Tab work customization for adding more tabs to our template

We have a current shopping cart where extensive work has already been done to "customize" the template for our usage. We are looking for additional customization to our item pages in this template. Currently there is a tab on our item description page that shows "installation instructions". This only shows when the item in the database has something in the field for installation instructions. (see image 2) When there is nothing in the database for an item it does not show this installation instructions tab. (see Image 1). Please note all tabs are currently set to auto expand and stay expanded on the details page if there is data for it in the database.
We are looking to add 2 new tabs to our item page.
One is called videos. There needs to be a new field added to the database that will allow for html code to be entered in this field so that the video can be displayed on the screen within the item description page.
The second one is called "Technical Files". In this area we need to display up to 4 individual files that when clicked on will download the file they chose from our server. Next to the displayed file name will be a brief description. They will be .dxf, .dwg, .pdf, and .obj files. The display would actually be the file name. I would like 4 separate fields in the database to hold this information for this section in it. I would also like 4 different fields to display directly next to the file a brief description.
Lastly, all of these fields need to be added to our already customized ezpopulate module so that we can upload these to the files. It needs to be able to be uploaded and exported from the current master item file in ezpopulate.
We are looking for this to be completed relatively fast. To me it seems like a very easy task, just not something I have expertise in.
