Write some Software so Iphone Barcode App talks to our database and updates info

We have a very small amount of Hire / Rental stock that we would like to track via QR or Barcodes. We would like to use the Iphone to scan the code when an item goes out on hire and is returned. We plan to use an existing Iphone App to Create the Barcodes & QR codes, and also to Scan the codes with the Iphone. Upon Scan, we would like the URL to link to our database, where we can add or update product information. We would like also an email alert to be sent on each scan 0 determining whether its and In or Out scan - with the date, time and location. If this database was able to be a Google Spreadsheet - even better as we would like all the info to be cloud based. That said, we will need at least one main image per product row and when items are damaged, we would like to add further snapshots to record it. There will be no WIFI but the phone will have a sim card and will be charged - so there will be internet access via the phone.
