php frame redirect script

SCRIPT: I need a script to manage data entry. I use a form filler program in windows which allows me to post my data to forms in bulk. The only drawback is that it does not allow to post to different urls. I need a php page programed to cycle through a list of url's. The urls would be displayed in the bottom frame of a frameset. The top frame must show the current url and what # it is out of the total in the list. There must be some way to reset the group back to one and start over each job. DATABASE: I want to keep the urls in a mysql database and organize them into categories and jobs. The categories should be able to be run in the form filler seperately from other categories. Jobs can use all categories. Each url can only be posted to once per job. There should never be 2 posts to 1 url in the same job. Each url in the database should be unique (no duplicates). I should be able to add url's from text files into categories. Keep in mind that this is run on windows xp, apache, mysql, php . I must access the script by http://localhost/[login to view URL] in internet explorer.
