Hi, First of all, let me being by explaining why my bid is over your budget. I think you have a really big store and migrating data from OSC to Magento2 is not readily available. Solutions out there that offer migration services often fail, generating a lot of work in writing our own scripts to migrate data. Therefore, it's a lot of work only to do that. Second of all, Magento and Magento2 especially are known to be non-resource friendly. They need lots of processing power, RAM, a Linux environment setup properly with both backend, frontend and database caching. Also a lot of work into doing that. The other requirements from your description alone make it even more difficult just by reading what you have, since I did not see your website exactly. So I guarantee that someone who knows what they're doing will charge at least something in my bid range.
