I have gone through your requirements and have understood that you need a Multi-Tenant Call center solution with XLite/ IP Phone and WebRTC along with HIPAA compliance.
In the past, we have set-up call center solution using Asterisk PBX, Elastix PBX with SIP, ViciDial and VTiger and Asternic.
Although most of it is clear I still have a few questions to ask:
1. Which CRM/ Active Directory do you want to integrate?
2. How will the claim ID be captured from call recording?
