Help Me Build A Small Drupal Website 2

Hey stranger! I need help setting up a website for a friend. He wrote a comment for a new german law and wants to publish it online. Unfortunately a had installed some bad modules. So now a fresh start! I need someone who can setup a basic drupal page with a simple design and the following requirements: - taxonomy and linkstructure for law texts ( -> like this: [login to view URL] ) so a whole law text can be published and sorted, i will provide more details - my friend is the author of the comments so he must be able to add them with simple formating (like links to law court judgments) - he commented every single one so the comments need a similar structure like the law texts and maybe a few costum formating tags - users must be able to display comment and law text on a single page, but also both on one - there must be a page with all headlines of single paragraphs and sub-headlines ( -> like this: [login to view URL] but with unfoldable paragraphs, not just "1 - 19", "20 - 37") - site search Please do not make offers if you did not understand what I need.
