Developer needed to create a command line program for a UHF RFID reader

I'm looking for a developer who is proficient in Java or C# to create a command line program that will allow my UHF Integrated RFID reader to scan and read the codes from RFID tags. So, simply I need it to read rfid codes through the command line either in windows or in linux. Once that is done I need that code to be passed as a variable in a url.
The mission here is to keep track of inventory. The reader scans each product affixed with a rfid tag, then sends that data to my web server to update my website.
We need the scanner to read codes outside of the demo software that it came with, which I will attach. I also have the SDK, which I will include to maybe help expedite this project.
