Chat Feature on a astrology based website

We are a website where we have a panel of astrologers, tarot cards readers, and various healers on board with us. We would like to add a Chat feature where our astrologers, Psychics are able to chat with the customers as well and charge money on a per-minute basis or package basis.
Our website is built on Laravel, we would like to have smooth functionality where the user first selects a package of minutes he wants to buy, then proceed to chat with the astrologers/psychics and the money gets deducted from the customer's account according to the minutes he is consuming, we need to make the deductions on live basis.
Astrologers/Psychics should also get notified about the customer chat and should have their own chat panel or smooth way of handling various customers chats.
Astrologers/psychics also need ti have their own wallet where they get credited with the money according to the minutes they chatted with the customers.
All this and more. We need to have someone really good with the Laravel language. Plus you need to give us at least 3 methods of implementing this. We are looking at a timeline of 1 week to complete this.
