Build a website like textbroker

I'm wanting to create something similar to [login to view URL] and [login to view URL] where the end user can post their requirements and providers can see and accept the requirements (somewhat like freelancer as well actually). Once that job is accepted, the buyer and the provider need a way to communicate with each other as well, and the site owner needs to be able to charge a fee to the provider. The site must allow for clients and providers to create accounts, and the writers to be able to see/accept and deliver jobs that a client posts. Those are the key features but there are other eCommerce related features. Basically, here is a snapshot of what the project should be Ability for clients & writers to create accounts. Ability for clients to describe writing jobs they need done. Ability for writers to see, accept, and deliver jobs. Ability for clients to rate authors as 1-5 star. PayPal and/or Stripe for taking payments Also, the client has described the job, the system needs to give them a price - if they accept a price and take it, the writers then select whether they want/can do that job The client should also be able to search based on the star rating and the writers are 'ranked' as such
