Build database and server functions for app/website

I need someone who can build and manage the database and server side for a new app/website of which I will do the graphics and webpages and client side. As an option I can accept also help for customizing for iOS, Android, and doing some graphical parts also, depending on the cost.. Specifications This is a sharing app which will provide an interface so users can keep track of shared objects and money. Users can also share services and do more organizational functions that allow to purchase multiple objects in a group. Users Register through social networks or email Users will have a “level number” which can go up or down based on positive or negative feedbacks (like ebay) Users will have a “bar”, like an energy bar which will move from positive to negative, or color to color based on giving and taking Actions Users can create a list of their personal objects using text and taking pictures of their objects User can create a list of objects to loan which will be visible for other users Object can be loaned to another user, by filling a form, and sending to other user. Other user has to confirm and accept conditions User can request a specific object or service User can make his services available to other users Users with a high level can offer a group purchase of 1 or multiple items from stores or manufacturers User can loan money to another user User can manage shared expenses during a group trip or event through a simple interface of “Participants - Who put how much, and who still owes” User can give feedback to other user upon deadline of object or money loan All of these actions are managed through some forms that we have already prepared in HTML All information, userdata, images of objects and actions will be server based. Some information will be synched to the app for offline usage and to load less data from the server.
