addon for vbulletin 4.2.3/ Jquery job with css work

Attached file explaining in detail what i need done on this project. Need a demo from the coder and details on how this going to be done, plugin or modify them forum etc.. will need a tooltip or something for this project and some css work. i would prefer this done as a plugin but which ever way you think is best let me know the details before i award the project. The codes should know his way around vbulletin forum am using ( V4.2.3). Let me know what details you want from me in order to start this project.
