Add Two Feature on my Wordpress Metromonial website

I have a membership-based website where users can buy a package to see other user information. Now I want to add two new features on my web. *1: A user can add others to his favorite list and also able to see that list. *2: Admin can add a specific number of quantities in the membership for the user that how many times they are able to see other's phone numbers. Example: if membership packages have a 100time limit to see others' contact numbers. A user should be able to see 100numbers after reaching his limit user are not be able to see phone numbers but can see other info except phone number.
