It would be shorter and lighter than a php solution, unless you want to reuse it somewhere else... The script will need a user with rights to select from the table and a working MTA. I can provide the necessary query script which will perform the operation defined in the requirement. I have dealt with such requirements in our product development.

Will schedule a cron to run a php script at the basic level. Will need a SMTP service like SendGrid or can send mail from php itself(but in this case the mail might end up in spam so a known service like SendGrid is recommended). Since you mentioned user, it might mean multiple emails, and will use MySQL as a queue and have a multithreaded program read off the queue and dispatch the email. All services that will be setup, will pipe info to statsd and will provide a Grafana dashboard for monitoring(this can be simplified also)
