Develop an Odds-Matching Tool for Website (Sports Betting) - UK

I would like to develop a tool very similar to the one at [login to view URL], it would need to "somehow" get all of the odds, for all of the events, from UK online bookmakers and compare them against the UK betting exchange odds. The software then orders the matched odds by giving it a rating 90-110+ (I have this formula). Anything that is under a 90 rating is excluded from the search results that will be displayed to the user.
There are plenty of sites that seem to compare the odds between different bookmakers, so acquiring the odds should be achievable. From what I understand the Bookmakers & Exchanges use APIs and XML feeds. Of course, if there is a quicker way to get odds then I'm all ears.
Then once we have all of this information, of course will need to present it to the end-user in a nice clean easy-to-use way, (eg. like the one I mentioned at the start). I can give you a live demo of how the software works.
IMPORTANT:
When placing a bid, please send me a message telling me "how" you intend to do this, eg/ how will you achieve getting the odds? How will you code the tool etc? This needs to be legitimate so we can't scrape the odds and risk getting blocked or banned etc. or mess around with "hiding"/rre-routing IPs. etc. nothing dodgey please.
