Create an online database that can be updated and queried by Android tablet

We need both a database and an Android-based application that can update and query that database. The database will hold up to 50,000 records of juvenile offenders in Sub-Saharan Africa (Zambia). It will track four types of entities: the juvenile offenders, the courts, the court cases that the juveniles are involved in, and the social services that the juveniles receive. There will be 10 standard reports and queries that need to be run against these three tables. We also occasionally need to be able to run ad-hoc SQL queries against the database. We have three possible scenarios: 1. The database has a forms-based interface and runs on a standalone computer (any OS is ok, but Microsoft Windows preferred) at the client office. Users update the database manually. 2. The database runs in the cloud, and is accessed via Android tablets. In case Internet connectivity is lost, the tablets must be able to capture and store a few dozen records that can be synchronized when connectivity is re-established. It must also be able to store report results locally in case connectivity is lost. 3. The cloud-based database synchronizes on a regular interval with a local on-premises server, so that the database is accessible in case of extended Internet outages. The Android application must be able to use either the cloud-based or on-premises database. Fewer than 10 users with tablets will use this database. We can work with you to design the database architecture, but need you to develop it and the app. Please give us a bid for all three scenarios, including your warranty period.
