Create Access DB from Excel (Master D)

Hi,
I have an excel worksheet that we are using to track our campaigns, we run digital campaign for clients. So each campaign is one line in the excel sheet.
There are currently 6500 row of data - which is slowing down excel and making the sheet very large and prone to errors.
There are about 70 columns - each contains an element of data - such as ID, budget, start date, end date, spend by month etc
I am looking to have this sheet added to an MS Access DB. I ma open to using other DBs - but please let me know if you think this is required.
I then want a form created that will help users to add all the required information into the sheet - it will be a simple form - that allows a user to enter all the new campaign details.
Once the DB is built and complete - I will need a bunch of reports and queries created but that will be a new project that we can agree a fee for.
In addition - as part of any DB of this size there will be some data clean-up required. So make sure you include some time for that.
