I can do this for you, but I am brand new to this site so based on your description that is not adequate. One thing I just finished for our company is our own custom e-signature web app that meets all regulations the same way docusign does... But it's no cost once you implement which is a very nice added bonus regardless of how many documents you sign. If you want a demo I'm happy to show you. Only requirement is an Apache php server somewhere (you prob already have if not I think godaddy offers for a few dollars a month). We take roughly 20k signed documents per year and the software works well for us and again costs $0 and we have full control.
