Wordpress Site Creation: Designer + Coder - repost 2

I need a series of websites designed for various lines of business for my law office. I need a graphic designer to create a Wordpress design from scratch (not a template) and a coder to implement and install the design on my server.
I will provide hand-drawn mockups and logos but the designer will be responsible for creating visually stunning wordpress sites -- complete with conversion signals (buttons) and footer graphics, etc.
The coder will be responsible for functionality such as a slider app to rotate images, an enquiry form, an online assesment form, a newsletter sign up box, and autoresponders.
The first wordpress will be 20 pages of content plus a blog function so that I can add more content. Please iindicate whether you are a graphic designer or a coder as I find that rarely can the freelancer do both. Please list live links of wordpress websites you have crafted and/or screen clips of your design work.
CLARIFICATION:
