Adapt to MySQL and prepare webbased reports

We need a freelancer to develop websites, who knows well how to work with PHP, ASP and MySQL. The first job is to adapt an ASP site that works with a Microsoft Access database, so that it is changed to work with MySQL (without changing functionalities, design, etc.). Then, we'll need to add new reports to the existing ones, add functionalities to the site, maybe develop a cell phone version, etc. Thus, it would be better for us to be able to hire someone for some time, and that he/she devotes a certain amount of daily time to us for a certain job. If you are willing to do so, and you can show experience with PHP, ASP and MySQL, please tell us your monthly rate to be hired for these kind of web projects, and how much time you could dedicate on a daily basis.
