Hi, i'm new in this platform but with desire of work in your project, I have 4 years of experience working with Moodle, 2 years ago i made a similar a work for teacher, he wanted pass a material of an app developed in flash to Moodle. In that particular case we created the activities with "Hot Potatoes" and later we integrate it to Moodle, this because the kind of activities that he needed was a little more interactive. I Checked the pdfs and that is perfectly possible implement in moodle without any additional plugin (only if all the activities have the same style).
