World's best anti--crime app

A project was started to create the world's best anti-crime app. The project is an Android app linked to cloud services and with online web access to the cloud. It has been submitted to playstore but has stopped working. Work is required to resolve these issues, enhance the product and make it free and this needs to be done in 4 steps (exact details and requirements will be provided later):
1. Freelancer is needed to download, test and write a report on the app, its positives, negatives, strengths , weakness, what needs to be improved and/or removed: user interface and engine, website and cloud
2. The app needs to be modified/ made compatible with the latest versions of android OS to work all around the world and charging removed to make it free for all to use around the world

4. The whole service will need to be thoroughly tested and commissioned before any payment will be made.
Please only bid for this project if you are able and willing to finish this project ion time and want your name to be part of this great world changing app.( An IOS app has also been created but is not within the scope at present). The worth for the freelancer is more in publicity and reputation than the payment. The play store app needs to be professional, fully functional and marketable at the end.
