Make Cross-platform apps

I want a simple cross-platform app (iOS+Android) that just displays/wraps an existing website which runs on PHP+MySQL. Users should be able to use this website inside the app, just like browsing it in a standard browser. The app should be able to send push notifications to users. The app should be able to get approved/published at the Play Store and App Store. Will need the final source code. Please let me know your time-cost estimate and mention what software/platform you will be using. This first project is to see how things work out in terms of pricing and quality. I have much more work related to this in the pipeline, so I would look forward to working on multiple projects with the same programmer. Thanks.
