Design and Build GSM & GPS Tracking Device

I would like to hire an experienced electrical engineer with wide know-how and advanced understanding of the current GSM & GPS technology, who can design and build a vanward prototype of GSM & GPS Tracking Device with the following characteristics: * as small, as possible in regards of the electrical circuit board dimenssions; * accurate, sensitive and efficient due the amplified GSM & GPS technologies; * multifunctional applications of the device with long lasting battery and electrical power supply, including 220V DC and 12V power supply; * different modifications of the device - with applicable device's mold or without mold; * communication module that sends data to web-application/platform, notifications and text messages for switching the different modes of the device; * number of sensors that provides data with different information to web-based application/platform, which collects data about the device motion, heat, sleeping/working mode; * the device management should be applicable remotely to send/receive commands and changing the device regimes; The prototype of the GSM & GPS tracking device should be designed either from scratch or based on the adaptive modification of existing technologies and avaiable commercial products. The deadline for presenting of working prototype of GSM & GPS Tracking Device is 2 weeks with possible prolonging up to 3 weeks from the date of approval for starting the work on the project. The budget of the project is total of 1500.00 EUR which could be increased up to 1700.00 EUR, depending on the qualities and the background of the applicants and their proposals for additional advantages and add-ons to the required technical characteristics of the device. Payments to the approved applicants will be made on the initially agreed milestones. I look forward your proposals.
