build me a Philips hue Integration app -- 2

Ok so I want to make a Philips Hue light action that activated flashing lights whenever bitcoin reaches a certain price.

The action should do this:

1.-turn lights green when your price you chosen has been met

2.-turn lights red when your price you chosen has been lost

3.-turn all lights all colors when your price has met.

The action should be able to activate for most crypto currencies, including altcoins

There are API available where you can GET the data for the action

Philips HUE has an api for developers that can be integrated.

The final project should be done in a compatible programming language so it can be used to create in the following platforms:

1.-An IFFTTT applet

2.-a chrome extension

3.-a tiny iOS

4.-an Alexa integration that should be connected to the IFFTT and to the native app

I have the designs already, it should be something basic I just need a programmer that can link api to the hue api and activate my app
