App to manage employee access of programs. Program Lockout app.

I need an app developed that is to allow our company to control what programs our employees access when on company tablets and computers. I need an app that has two levels of users: admin users and standard users . USER EXPERIENCE The app needs to be such that when it is downloaded to a device, no one can access the device without logging into the app (like another windows login page). When they login, nothing special appears, just normal windows or apple desktop, with an app icon that the employee can click and look at their "profile" which shows their status, and a list of programs that are locked out. once logged into the app and into windows/apple desktop any programs that are "locked out" by admin can not be opened or used unless the lock is removed by admin. Locked out programs need to be able to be clicked, and "send temporary unlock request" popup appear, and when clicked the app will send a notification to the cellular device of an admin user. ADMIN EXPERIENCE The admin needs to be that when they open a device, and log into the app login window (the secondary windows login to access the desktop) they have no programs locked out, ONLY when users are logged in are there any locked out programs. The admin needs to be so that if they are logged into the app and looking at windows desktop/apple desktop they can click the app icon and go to their profile page, which shows a list of all workers, and when the workers name is clicked, the workers profile is shown, with a list of locked out programs. When looking at a workers profile, and the list of locked out programs, the admin is able to add new locked out programs, remove locks from programs, and to give "temporary unlock" status to programs; with a timer option (unlock for? 30 mins, 1 hour, 4 hours, 24 hours). The purpose is to ensure that only certain employees can access sensitive data, and essential programs. While also giving us the flexibility to include workers in certain projects if needed, by allowing them to access the programs being used, and open the files being worked on.
