microcontroller programmer to write MSD/VCOMM complex device code

We have a project that we expect to use a Nuvoton NUC240VE3AE microcontroller on (The system requires 5V). We want to create a MSD (and perhaps VCOM) driver so that files are presented to the target system. The files will be created by reading an EPROM. The EPROM will be looked up from a list of known Checksums and an appropriate file presented to the host system. a Configuration of the device can be either through creating a MSD file on the hosts system, or perhaps sending simple Serial (via VCOMM) configuration commands. Configuration might contain details such as what EPROM is in the device. We don't need the circuit designing, we already have a dev version built up, its the Microcontroller code we need.
