Set up Merchant Center - Magento Feed - Shopping ads

I need to create magneto feeds for google merchant center for the following countries:
Austria
belgium
france
germany
ireland
Netherlands
spain
The feed must be linked to the English site but with EURO currency.
The English language is supported by these countries according to google and therefore I would like to post my shopping ads in these countries.
I have tried it by myself, but it does not approve the products for me for various reasons: missing shipping charges, Error in terms and conditions and other errors.
We sell wines, on The shopping of countries: Italy and the UK there are no problems, they go perfectly.
We are looking for who can make us work and the above countries.
