simple responsive HTML site

As attached i need two HTML pages "responsive". First HTML page, on the top of the page single image as logo. Body will be images slider auto sliding after certain time and there is arrows to shift between images. At the bottom is menu like this, [login to view URL] or better menu must accept both direction "LTR""RTL" , multi-languages & drop down items with colors The Second HTML page replace the images slider by contact us form with keeping the logo and bottom menu. before release the last milestone which should be 50% of the budget the HTML pages must test & pass on all platforms browsers (PC, laptop, mobiles, etc) make sure you read this well.
