We have created a sort of website that we would like turned into an iPad app. Currently we don't actually post the site to the web, we distribute a USB flash drive with the files on it and just use HTML for the GUI to navigate the various videos and and PDF's. It's a very simple design and we are basically looking to have the contents of that USB drive turned into an iPad application that would house all the data and videos and allow them to navigate around without connecting to the web.
