Create Wordpress Theme (not a website)

We currently have a custom-built website because none of the usual website builders/tools (e.g., WordPress) can handle our needs. We only use WordPress for the blog function. We face a limitation with not having a content management system with our site, thus any changes to static text pages still need developer time, taking time away from more important tasks.
When you visit [login to view URL], the ABOUT & RESOURCES menu holds all the static text pages at the site. Currently, only the “Blog” is hosted as a WordPress site and everything else is hardcoded in the main site. Going forward, we want to use WordPress to manage all static text pages under this menu item to reduce the need for developer time.
This means that we need to develop a WordPress theme to match the rest of the site so that when someone reads a WordPress hosted page, they will have the same look-and-feel as if they are at the main site.
Therefore, this project is to DEVELOP a WordPress theme (i.e., not use a theme to develop a site) so that our WordPress site will have the same look-and-feel as our main site. This theme will need to:
1. Have the same header (buttons, menu structure) and footer as the main site
2. Have the same sidebar structure as the main site (sidebar on left of main page)
3. Be mobile responsive
4. The sidebar containing the Video Player/Avatar and communication text box needs to be a part of the theme
5. The ability to include existing site .js files and reference within the wordpress theme is also a requirement.
6. All fonts, colors, buttons, and other styling currently on the site is to be utilized within the theme
