Tengo amplia experiencia en java, he manejado struts. La capa de acceso a datos la haria con JPA, la logica con EJB3 y la vista con struts como lo requieren, si no necesitan EJB3 se lo podria configurar con spring framework para que el proyecto corra en un tomcat y no en un servidor de aplicaciones mas pesado. Se realiza el modelo entidad relacion, el mapeo y las clases necesarias para que el proyecto funcione, no se hara un diseño gráfico muy elaborado unicamente de acuerdo a las pantallas mostradas en su documento.
