Wifi Management Portal - Layout

Generaly I'm looking for the programmer who will create for me a system to manage landing pages in the wifi networks. The programmer must have knowledge of the radius (freeradius) because the core wifi network will be based just on it. The purpose of the app is very simple. App must allow create login pages to wifi network, collect data about users and present them in an accessible form. Logging to network shoud be done by the accept of the rules, enter e-mail, or through social networking sites. Details in the attachment and by chat messages.
