View Journals but not download them

I need a client side APP preferable in ASP.net, which will have the pages as mentioned in the attached document. It is basically our organizations has a lot of journals which are used else where also, our journals have complex but very accurate calculations. So the client app will basically search for journals available on the server, populate search result based on that and to view it fully he user has to pay us some token amount. If the user has already paid for the journal then it will be opened for reading. It needs to be a scalable application, which can work with mobile, tablet and laptop. The journal needs to be embedded in the web page and even if it is of 1000 pages the loading time should be very less. One has to build the TCP layer also, with dummy listeners so that I can just give my server URL to my client app and it will be able to process all the requests and responses. It will be a total 9 page application. Details of 5 pages are given in the attachment, and rest 4 pages will populate very simple data from server.
