Rebuilding MAQStore

I need an existing website rebuilt. I need you to design my online store. I have an existing web store using magento 1.3.x and i had a new installation of 1.9.2.1 as a default one. I would like to redesgin it be applying new theme, static blocks, adding banner blocks and whatever that makes it modern and mobile friendly. The main issue that it should be in Arabic and using RTL theme so please state how you are going to handle the language issue. You will not have an access to cPanel.
