City Guide / Geolocation / Directory

I need a responsive website creating that is essentially a local directory / city guide not based on a standard off-the-shelf template. I am happy to see it start as something very basic/elementary and if we find we work together well we can build on it incrementally. The first iteration will essentially enable a user to enter a physical street address or use geolocation to come up with a list of nearby businesses, points of interest etc. Each business will be a separate page that will have address and contact info, hours (if relevant), a brief description (I can add text for this), option to add photo etc. If business data is pulled from, say, Google API, I need the ability to be able to edit the data myself at some point, delete or merge duplicates etc. As I say, happy for this to start as something quite basic, as long as functionality is there and it can be added to in future. Key point: this site ultimately needs to be self funding so it will need some Adsense blocks in there to generate revenue to cover running costs (and recover development costs hopefully). This is my second attempt at this after I was badly let down by a freelance developer sourced through a UK freelancing site that suddenly turned around after 12 months (and full payment) to say he no longer had time to work on it. I need someone reliable that has a long term project view.
