Responsive Web Design for Mobile, Tablet and Desktop Screens

BACKGROUND: This project is for a company with an existing website that is currently formatted only for desktop-size screens. The goal of this project is to make a completely new design that will have three break-points for mobile, tablet and desktop-size screens to ensure the best user experience.
CONFIDENTIALITY: No direct access will be provided to the website and the link to the existing website will only be provided via Private Message. A Non-Disclosure Agreement must be signed before commencement of the project and the winning bidder is strictly forbidden from using the resulting design as part of their portfolio.
COPYRIGHTS: The resulting PSD, CSS, HTML, Javascript and image files will become the sole copyright of the company. The winning bidder will renounce any and all intellectual property rights to the resulting files, i.e. this project is "work made for hire". Any breach of this term will result in legal action.
ROYALTY-FREE: Any images used in the resulting design by the winning bidder must be completely royalty-free from stock website(s) that permit use on a commercial website. Proof of licensing will be required to be produced by the winning bidder before payment is made.
REQUIREMENTS:
- Clean up existing website logo (simply make the existing website logo match the new design) and provide resulting logo in high-resolution PNG and PSD formats
- Web 2.0 design mockups for a single page (homepage) in 3 formats: mobile, tablet and desktop
- All 3 mockups must be approved before work on slicing into a responsive web design can begin
- Responsive web design, i.e. an XHTML web design that dynamically changes the look and feel via CSS when the screen size changes
- Break points in the responsive design are: 480px (mobile), 768px (tablet), 1024px (desktop)
- Columns in the responsive design are: 1 column (mobile), 2 columns (tablet), 3 columns (desktop)
- Design must be cross-browser compatible with IE7+, FF3+, Safari, Chrome, Opera, BlackBerry Browser
- XHTML/CSS must be W3C validated
- All original image files must be provided in high-resolution
- PSD(s) must be provided containing the 3 different mock-ups (mobile, tablet, desktop) for the responsive design and any image files used within
