Interactive Presentation for PC (Windows)

I need an interactive presentation built in Flash (or if there is a better alternative using vector images) that will have opacity sliders and menu buttons to show different series of images. I will provide all animation (in jpeg format as series of images) and vector files for interface, buttons and menus. I will create all graphics. Need app as a stand alone executable that will play locally on computer (not through browser). Presentation will start by loading, then playing animation that I provide. After animation finishes the menu buttons will appear allowing user to manipulate playback of additional images.
