Spss Group with Cluster

Hello People! Below I quote three excel files from the 2006 Greek Prefectural elections as well as the Regional elections of 2010 and 2014. These records have been rated and evaluated based on 15 variables the candidates I have managed to find information about them (In some combinations the cells are completely empty, as I was unable to find information about the respective candidates, so they would not be included in the SPPS analysis) What should be done through using SPSS is to group the candidates of each political party separately with the cluster to check the common features of each group. Therefore: for 2006: Group clusters of each combination for each county separately. (As you will see in the 2006 file, I have on each excel sheet each county separately) for 2010 and 2014: Cluster candidates simply by political party.
