need Arduino expert who stays in USA

I need help in project I have, I need help in programming part of this project. The project is to design WWV under the following specification WWV time receiver that will receive the 10 MHz WWV transmission and lock on the time. It will check the time every two hours and then give an audible beep and visual indication( in text) that it has received the correct time. The time will be shown and then show how far off it was in the last two hours. I have few links that I have to follow to do this project, first of all the programming language that good to used is Arduino. Micro controller will receive the time signal, then real time clock will send the actual time. Arduino will calculate the different and display it on LCD. What info you need? I have two thing for you. 1- My friend say: we need to show that we getting the signal from there. We need that antenna and a series of filters to get just the 10 MHz signal and somehow receive the information carried on it. 2- Do you think it will work if you do it and send it here, im asking about signal purpose, the circuit you will make it get the signal wherever the circuit is located? Or it doesnt matter?
