Windows white noise generator application in c++

I need a simple Windows Desktop app white noise generator written in C++. The UI should have one button that starts and stops the sound, and a slider that acts as volume control (independent from the main windows volume control so that a user can adjust the white noise volume relative to any other sounds being played). The app must compile under Visual Studio 2019 community (free) edition, and I must be able to compile both 32-bit and 64-bit versions. I would prefer that a minimum number of Microsoft libraries be required to simplify installation. Open source C++ code may be used ONLY if the licence allows unrestricted commercial use (I have not decided what licence will be used to release the finished software and thus do not want it to be encumbered by GPL, etc.) The application must generate the white noise in memory and play it from a memory buffer. Creating a file and playing it is *not* an option. (i.e. we want streaming audio). The use of a standard random number source such as rand() is good. (In other words, the random number source does not have to be cryptographically secure). Please do not propose using C# or any language other than C++.
