Service URL monitor in tray-bar

Program that runs as a service with tray-icon and tray-status-messages. By service, I mean that it should survive reboots. Windows 7 and later. Program will connect to a uptime-service to notify server-owners of downtime. It will not check any ports itself, only check against a script on a page. - Installable program that is delivered with a .txt file beside it. - The .txt file contains a user ID and a monitor-intervall. Program calls an URL like https://URL/monitor/32 (where 32 is user ID) every x-minutes. If the URL returns a disable msg [service=disable], the service/program should stop calling. If the URL returns a intervall msg [interval=30s], change the check-interval. If the URL contains outout like http-service=down<br>pop3-service=down, then display when mouse over a red-traffic ligth tray icon with \n between (one on each line). If all is OK (no error msg), show green ligth in tray-bar. If problem/red ligth, adjust local computer volume and play a .mp3 song x times. If disable/not running, show pause-icon (blue). Must also have an option to stop/start the service from the tray-icon-bar. Delivered as Visual Studio project with C# code.
