Eye detection and Face recognition

I need an application to detect if a person is warching to the camera directly or not. Basically to know if person is distracted while is in front of a computer; watching to a different place than PC monitor.
Additionally to do face recognition, we want to teach the system the name of every new person but it must detect who is in front of the computer (camera).
Development must be made on WPF or Winfows Forms, with c#
If possible please use OpenCV; no problem if I have to pay for a non expensive add in to make it work.
I will need the app running in my laptop, so I need source code and documentation.
I use Visual Studio 2019, and just in case, MS SQL 2016
