CAD Step File to Exploded BOM for ERP System

We have the need to convert the CAD STEP (stp) files to an exploded BOM. We do not need the graphics outputted, we need the assembly structure with P/N's, BOMs, etc has parent child relationships.
Requirements
1. C# project
2. Output as a set of C# classes to describe the parent, child relationships, qtys, attributes, etc.
3. STEP text data would be sent to application and application would return the simple model.
4. We need P/N, Description, Qty Of Items + other attributes applicable to the actual model.
5. No graphics or viewing required, we just want the exploded BOM model so we can use in our ERP system.
6. No external purchased libraries, we read the files directly in this app.
